My list of useful software and settings:
CCleaner:CCleaner cleans up junk files. After install immidately turn off "Active monitoring". download
AusLogics Disk DefragOne of the fastest defraggers. DON'T DEFRAG UR SSD! :) download
AusLogics Registry CleanerTool that effectively clears invalid entries from your Windows registry and get your PC running smooth. download
Steam settings:In the Steam settings uncheck the box in Interface - Enable DirectWrite, disable all options like streaming and others as well.
LatencyMonIt's not a measure of input lag, but will give you a good idea of possible problematic devices. You should get to around 0-80. Spikes to 500-1000 signal that something wrong in the system, but you can always find out a cause and turn to google for help :)
General advices:Do not keep open many applications during the game, it all affects your systems performance and input lag, especially browsers, razer synapse, logitech gaming software and other features. Usually my tray looks like this, likewise you:

Delete trash from Nvidia videodriver before installing:No any 3D VISION, Nvidia HD Audio, GeForce Experience etc. Download the driver from the official website by the link above. Right mouse button - extract to the folder, go inside and delete everything, except what is shown in the screenshot.
Display Driver Uninstaller aka DDU:You can use it when installing / reinstalling drivers to get rid of the "remains" of the previous version.
Override high dpi scale:Head to C:\Program Files (x86)\Steam\steamapps\common\counter-strike global offensive\ Right click to properties on "csgo.exe" Navigate to Compatibility -> check the "override high DPI scaling behavior" box, and hit "OK". ("Application" from drop-down menu) Restart your game if necessary. Can boost up your fps on slow pc and decrease input lag. This also works with other games if you are having performance issues and know your hardware should run it better than that.
New nvidia tweak:
Open latest nVidia Profile Inspector
Select game - Counter-strike: Global Offensive
Find in section Sync and Refresh setting Frame Rate Limiter Mode
and set it to _DELAY_FLIP_BY_FLIPMETERING (or _ALLOW_ALL)
Reducing input lag & sometimes increasing fps. Try different settings.
Enable your network controller for network tasks offlload:
open "regedit" [Win+R]
